This article embarks upon common targets for reaching effective legal services across language and culture in Europe. Different countries manage change differently, according to their individual cultures and conventions. Moreover, there are common elements in the development process, regardless of the country in which they take place. This article outlines some of the key factors to be envisaged in this particular area of work. The author considers, among other items, how to clarify targets, commitment at national and local levels and from legal disciplines and incremental planning and possible approaches.
